It's possible to assign any Azure user account to the Local Administrator group using features hidden away in the Azure AD section of the portal.
- In portal.azure.com go to Azure Active Directory.
- Select Devices
- Select Device Settings
- Under Additional local administrators on Azure AD Joined devices add the accounts you require.
